Launch of “PNRR Lab” with SDA Bocconi

SDA Bocconi School of Management is launching the PNRR Lab, a new project focused on the National Recovery and Resilience Plan (PNRR), with Enel Foundation as Knowledge Partner and founding member. The Lab will operate not only as an active player in monitoring the implementation of the PNRR, but also in analysing the economic, environmental and social impact of the Plan's reforms and investments, both at national and local level, and in studying the ideal conditions for private outline investments with a multiplier effect on the territory, thus enhancing public-private collaboration.

The PNRR Lab - born as part of the SDABocconi4Gov initiative with ‘M&M - Idee per un Paese migliore’ - sees, among the first to join as founding members, Adecco, Ferrovie dello Stato, Intesa Sanpaolo, Snam and Enel Foundation, and, as ordinary members, Assist Digital, Coima SGR, Engineering Ingegneria Informatica, Habacus, Pirelli and WINDTRE.

"The School, together with all the partners in the initiative, wants to make its contribution not only by constantly monitoring the implementation of the PNRR, but also by studying and assessing the impact that the PNRR projects will have on the country-system at all levels. Contributing to the renewal of public administration and the most virtuous forms of collaboration between the public and private sectors”. 

“Paolo Pallotti, Head of PNRR Project in Enel, in the Advisory Board of the Lab together with our Director Carlo Papa, commented “The PNRR should contribute to ensure sustainable development for all citizens speeding up, among other transitions, the decarbonization pathway. Due to its magnitude and plethora of actors involved, an initiative like SDA PNRR Lab will be able to highlight the speed of change and the impacts of such Plan.”

The National Recovery and Resilience Plan represents the country's greatest opportunity for recovering and relaunching its competitiveness: €191.5 billion (plus €30 billion in a complementary fund) coming from the €750 billion allocated by the Next Generation EU fund for European development. As far as Italy is concerned, the more than 220 billion will go to finance fundamental reforms for development and a total of 151 different investments within the plan's six missions, ranging from digitalisation to ecological transition, from infrastructure to education, from inclusion to health.

The Lab will develop a database of indicators that will make it possible to create specific focuses and will develop impact assessment, useful for decision makers at all institutional levels. Thanks to its Knowledge Partners (Enel Foundation and CERVED), it will monitor the implementation stages of the PNRR on the reform and investment side in its three strategic axes (digitalisation, sustainability, Mezzogiorno) and in some key areas (PA, urban regeneration, training, innovation, infrastructure, health), also offering a benchmark against some European countries. It will map the implementation mechanisms at national, regional and local level, reconstructing the articulation of the investment process and consistency with the timeframe for spending, and will present suggestions on how to improve the public-private collaboration process to multiply resources and attract capital. Finally, it will propose actions to modernise public administration.
