Overview
Andrea Villa is a leading expert in European energy regulation, currently serving as Head of Legislation and Regulation at Elettricità Futura, the Italian association of electricity companies. In this role, he shapes and advocates for industry positions on key regulatory matters in the electricity and gas sectors.
Since 2021, Andrea has also been Head of European Regulation and Market Studies at Enel S.p.A., where he played a pivotal role in defining Enel’s stance on the reform of the European electricity Market Design and advising stakeholders on responses to the European energy crisis.
Previously, he led Market Studies at Enel Codensa in Bogotá (2019–2021), defining Enel’s positioning on market reforms in Colombia, including energy storage regulations, smart metering, intraday markets, and gas transport capacity allocation. Before that, as Head of European Regulation at Enel Group (2016–2019), he helped shape major European energy policies such as the Clean Energy Package, European Network Codes, and Italy’s capacity market.
Andrea began his career at The Brattle Group in Madrid, conducting economic analyses on long-term gas contracts and telecommunications damages. Over the years, he has also lectured on energy economics at LUISS University in Rome and industrial economics at the University of Milan Bicocca.
He holds a Master’s Degree in Competition and Market Regulation from the Barcelona Graduate School of Economics, as well as a Master’s Degree in Industrial Economics and a Bachelor’s Degree in Economics from the University of Milan Bicocca, both earned with highest honors.
