Luca Spinosa holds a double Master’s Degree in European Affairs and International Politics from Sciences Po Paris and Fudan University, and a Bachelor’s Degree in Political Science and International Relations (cum laude) from the University of Pavia.
He joined Enel Foundation in 2021 and currently contributes to strategic initiatives at the intersection of sustainable development, energy transition, and global policy. His work includes key roles in programs such as Open Africa Power, Open Brazil Power, and the African School of Regulation, supporting capacity-building and regulatory innovation across emerging economies. He also contributed to the Global Alliance for Sustainable Energy, a multi-stakeholder platform committed to redefining sustainability in the renewable energy sector.
Luca has previously collaborated with international institutions including the United Nations Economic Commission for Europe, the United Nations University and Bocconi University, and was selected as a Fellow of the 58th United Nations Graduate Study Programme. His academic and professional path reflects a strong commitment to multilateral cooperation and advancing sustainable energy systems worldwide.
