Assessing Disaster Risk Reduction in the Dolomites area

On occasion of the 2021 International Day for Disaster Risk Reduction (October 13), Confindustria Belluno Dolomiti organized a hybrid event on the management of climate impacts for local development, presenting the scientific research developed by Enel Foundation on climate risk assessment in the Belluno province (North-East Italy).

The IPCC  Sixth Assessment Report   Climate Change 2021: The Physical Science Basis  the most up-to-date physical understanding of the climate system confirms we are in a new normal: climate change is already affecting weather extremes in every region across the globe. In the words of UN Secretary-General António Guterres the report is  "a code red for humanity. The alarm bells are deafening, and the evidence is irrefutable".

Against this backdrop, risk assessments and climate proofing acquire growing relevance, becoming an indispensable compass to design and implement for local adaptation strategies for our socio-economic systems.

Enel Foundation, in partnership  with Venice International University (VIU) and the Euro‐Mediterranean Centre for Climate Change (CMCC), carried  out a research defining a Socio‐Economic Regional Risk Assessment (SERRA) for the Belluno Province. The method developed  uses a multi‐hazard approach that combines classical spatial risk assessment and socio‐economic analysis and valuation, to estimate damages associated with potential risks of different kind and magnitude. The study identifies, qualitatively and quantitatively, the hazards threatening the territory, its production activity, and all those receptors that are directly or indirectly exposed to them, at a residential, industrial, infrastructural, logistical, and productive level. 

The event will be opened by the contributions of Lorraine Berton, President Confindustria Belluno Dolomiti; Dr. Carlo Papa, Managing Director of Enel Foundation; Roberto Padrin, President of the province of Belluno; and Marco Bussone, National President of UNCEM. The project on Belluno’s climate risk will be presented by Carlo Giupponi, Dean of Venice International University and Paola Mercogliano, Head of REMHI Research Division at CMCC Foundation, then followed by Anna Giorgi, Director of the Center of Applied Studies for the Sustainable Management and Protection of Mountain Areas (GESDIMONT of UNIMONT).

The event will be wrapped up by a debate among the stakeholders of the local area.
